Lesotho: Digital transformation of public services through GovStack

ITU’s Telecommunication Development Bureau, in collaboration with the Ministry of Information, Communications, Science, Technology and Innovation (MICSTI) organized a GovStack Building Blocks Deep Dive Workshop aimed at digitizing public services in Lesotho. The event, which was held from 29 January to 2 February, saw the participation of key government institutions and donors.

Participants were introduced to the GovStack building blocks approach for the development of eGovernment Use Cases within the GovStack framework and identified a nationwide use case for service design blueprinting.

Stakeholders from key government institutions shared insights into ongoing digitization efforts. Three priority areas and prospect GovStack implementations—National ID, Social Grants, and Agriculture Extension Services were identified. The plan involves repurposing and expanding existing functional components, like eServices for registration and Lesotho Pay for payments, into GovStack-compatible building blocks. This approach not only saves costs and ensures sustainability but also prevents vendor lock-in situations.
