تهدف التوصية ITU-T L.1361 إلى تعريف الأساليب الشائعة لقياس كفاءة استهلاك الطاقة في بيئات التمثيل الافتراضي لوظائف الشبكة (NFV)، وهي لا تسعى لتغطية جميع الأنواع المختلفة من التمثيل الافتراضي لوظائف الشبكة (مثل جدار الحماية والمسيِّر وما إلى ذلك)، ولكنها تقدم الأساس للتوسع بالتعريف.
