用于话音和声音编码标准的软件工具

本修订仅对ITU-T G.191附件A做出了修改，该附件包含高质量的针对话音处理应用的便携式C代码库ITU-T软件工具（STL）。此新STL版本 – 称为STL2009 – 对软件和手册做了多处变更。增加的新工具包括：ITU-T G.728固定/浮点可执行软件、基本ITU-T G.722帧擦除掩蔽（G.722 PLC0和PLC1）、项目ROM计数、浮点复杂性评估、立体声操作和比特流切分。此外，其它更新还包括为速率变化工具增加新滤波器、为频率响应计算增加新的选项、差错插入设备对内置可变比特流的适应、为回响处理工具添加脉冲响应，以及通过更新使ITU-T G.722/ITU-T G.192合规。若干已知问题已经更正。相关STL用户手册也已更新。本建议书包括一个电子附件，其中包含STL2009软件工具库和手册。
