ITU-T G.8261/Y.1361建议书定义了信息包网络同步方面的问题。它规定了不得超过的抖动和漂移的最大网络限值。该建议书还规定了抖动和漂移的最小设备容限，即在这些信息包网络的边界TDM和同步接口必须的容限，此外还概述了对网元同步功能的最低要求。为了保证由不同制造商生产的设备能互通和满足网络的性能，必须遵守本建议书规定提出的抖动和漂移特性要求。第1修正案对第9.2.1段中新增的TDEV掩膜进行了更新。第2修正案提供了以下更新：为短时钟链增加了新的MTIE掩膜（第9.2.1.4.2段）。
