ITU-T G.9991建议书规定了使用可见光的、高速室内光学无线通信收发器的系统架构、物理（PHY）层和数据链路层。修正1包括安全更新，其目的是接受基于IEEE 802.1X的认证并与ITU-T G.9960/9961建议书保持一致。勘误1包括与ITU-T G.9961/ITU-T G.9962建议书的进一步看齐。
