ITU-T K.45建议书规定了安装在电信中心之间以及电信中心与用户房屋之间的电信设备的电阻要求和测试程序。本建议书涵盖的过压或过流包括：线路设备上或附近的闪电引起的电涌、相邻交流电力线或铁路系统的短期感应、电源故障引起的地电位升高、电信线路和电力线之间的直接接触以及静电放电。与ITU-T K.45 （2018）建议书相比的变化包括：• DC绝缘电阻测试；• 特殊要求附件。
