新建议书和修订建议书的替换批准程序

ITU-T A.8建议书提供了利用备选批准程序批准新的和经修订的ITU-T建议书草案的工作方法与程序。
虽然本版建议书没有修改备选批准程序，但是：
–增加了关于版权的说明；
–在ITU-T A.8中纳入了有关在意见处理期更新规范性参引后采取的步骤的案文（反映了ITU-T A.5建议书的案文）；
–理顺了在意见处理期后提供已确定的草案的最后期限；
–恢复了ITU-T A.8建议书（2008年）中在删除根据AAP批准的建议书方面更为准确的规定；
–包含了重新绘制的图1，以更好地说明AAP的各个步骤，并对相应注释进行了更新。
