Summary: Cloud computing consumes a lot of energy in the process of providing services, including electric and others. By managing and optimizing the scheduling ability of each layer of the cloud computing service including improving the resource utilization rate, the energy consumption and GHG emissions can be significantly reduced accordingly. This proposal aims to provide a technical framework and requirement for energy consumption management and optimization of cloud computing service. This will promote quantified, visualized and intelligent analysis of energy consumption, and improve the effective utilization of cloud server CPU, storage and network, in order to achieve carbon emission reduction and effective control of cloud computing service.
