Summary: As a high carbon emission industry, improving the accuracy of GHG emissions accounting and monitoring in power systems is particularly important. The main purpose of this new work item is to provide general principles to guide relevant researchers to determine how to use ICT technologies in combination with the characteristics of power systems, establish appropriate accounting scope and methods for greenhouse gas emissions accounting and monitoring, improve the accuracy of carbon information collection in power systems, and prove its contribution to carbon emission reduction and net zero emissions (carbon neutrality). There are no GHG emission guidelines in power systems in ITU-T's recommendations. With different countries and time points committing to achieving net zero emissions before 2060, ICT technologies can help in assessing and monitoring GHG emissions of power systems. This work will help promote lifecycle management and carbon reduction action plans in the power industry, as well as technological innovation in related industries.
