Summary: In order to follow the progresses in the decarbonization of ICT actors and the products and services they sell, it is important to be able to rely on appropriate emission factors, in particular physical emission factors. It is important to rely on standardized assessments, for instance relatively to boundaries and lifetimes. There is also an important stake related to the development of competences around carbon emissions assessment, life cycle assessments and emission factors development. The ITU seems to be an adequate organization to host and maintain such a database on emission factors. The purpose of this Recommendation is to provide criteria on how to set up and maintain a database on emission factors.
