Summary: QKDNs offer information-theoretically secure (IT-secure) keys for cryptographic applications, enhancing security in various sectors like government, finance, energy, and transportation. The scalability of services using keys from QKDN is expected to grow, meeting stringent security requirements in hybrid networks. Key management is vital for a cryptosystem, as any lapse may lead to key disclosure. QKDN, a widely used facility in conventional systems, performs key generation, entity authentication, key distribution, and key life-cycle management for larger user scales. As a trusted node, Kerberos ensures secure user authentication to Target Servers (TSs) over unprotected public networks, potentially integrating PQC algorithms in the absence of QKDN coverage. QKDN relies on quantum properties for secure communication. The initial key state is negotiated by nodes on an optical fiber line. However, standards focus on key management within QKDN, limiting widespread key use, especially for non-fiber-connected devices. There is a pressing need to develop a key management system for large-scale key services across various user devices in unsecure networks, ensuring all elements are in trusted nodes. This new report is proposed to assess the evolving challenges in quantum communication security, development of security criteria and guidelines for QKDN implementations and a standardized threat assessment framework to evaluate the security of QKDN systems.
