Summary:

The speed and accuracy of conveying information is crucial for the protection of people to give them sufficient time for preparation in emergency or an ongoing crisis situation.
There are different emergency technologies like Cell Broadcast (CB), Short Message Service (SMS) used for dissemination of emergency information, especially in disaster situation. Further, there are some other technologies like emergency call facility (Dial 112) available for providing assistance during emergency situation. However, there exist some limitations in the current implementation of these technologies and many aspects that are crucial in nature for interactive emergency messaging but have still not been evolved in the Signalling protocol.
For instance, emergency messaging through Cell Broadcast (CB) is done through dedicated broadcast channel, which have no issue of traffic congestions in telecom network in contrast to other mobile based alerting technologies. However, there is unavailability of getting acknowledgement messages up to mobile handsets, support for image and video transmission for effective alerting especially for disabled or illiterate population, interoperability limitations with standardized warning dissemination protocols, and multicast communications messaging for closed group coordination. However, these some of the provisions are available in other technologies but they have their own limitations.
Therefore, this Recommendation elaborates on reference architecture and signalling protocols required for providing interactive emergency messaging through mobile network by addressing the limitation in existing technologies.
