Summary: The demand for data services has increased rapidly over the past decade and is expected to continue at a faster pace as digital transformation gets entrenched across the globe. Hence, telecommunication networks are under pressure to upgrade and expand networks commensurate with the increasing demand for data. This is happening against a backdrop of generally declining ARPUs for telecom networks, whilst the financial performance of OTT service providers has been growing significantly. Regulatory measures, to date, have insufficiently addressed all concerns regarding the relationship between OTT service providers and telecommunication network operators, and Member States may wish to adopt policy or regulatory measures in this regard. Hence, it is proposed to illustrate potential models for a cost contribution mechanism towards the development of high-capacity networks that are commensurate with the increase in demand for data, in the event that a Member State, in its sovereignty, chooses to do so.
