Under No. 74 of the General Rules of Conferences, Assemblies and Meetings of the Union, the report of the Budget Control Committee, together with the observations of the Plenary Meeting shall, after consideration and approval by the Plenary Meeting, be transmitted to the Secretary-General for submission to the Council at its next ordinary session.
The report of the Budget Control Committee of the World Telecommunication Development Conference (WTDC-22) is contained in Document WTDC-22/99.
The observations of the Plenary Meeting are recorded as follows:
1. Final expenditures for WTDC-22 remained within the approved budget.
2. The attention of the Conference was drawn to No. 142 (Article 22) of the Constitution of the International Telecommunication Union which states, inter alia, that "When adopting resolutions and decisions, the conferences shall take into account the foreseeable financial implications and should avoid adopting resolutions and decisions which might give rise to expenditure in excess of the financial limits laid down by the Plenipotentiary Conference".
The attention of the Conference was also drawn to Nos 488 and 489 (Article 34) of the Convention of the International Telecommunication Union which state, inter alia, that: "No decision of a conference shall be put into effect if it will result in a direct or indirect increase in expenses beyond the credits that the Council is empowered to authorize".
3. In light of 2) above, and as regards the eventual financial implications of the decisions taken by WTDC-22, the Chairman of Committee 2 reminded delegates that the actions called for in the conference decisions should be undertaken subject to the availability of financial resources.
4. The Plenary approved the report of the Budget Control Committee.
