Abstracto :

The purpose of this contribution is to propose a new initiative that defines the rules and the procedures for the measuring of digital data transmission parameters in the communication channels, Internet and telephony in the modern and future communication systems. This initiative will contribute the economic and social development of the countries.
The rules, procedures and procedure for carrying out the measurements, tests and control are established by regulatory legal acts, which include legal, organizational, scientific, regulatory, methodological and technical subsystems.
The unity of measurements is determined with the help of the measurement verification schemes, establishing the subordination of measuring instruments involved in the transmission of the size of the units of measurement of change in time, range and measurement in the digital information mode through the communication channels, Internet and telephony, working definitions of the measuring instruments.
