What are Study Groups and how are they involved in producing standards?

A study group, comprised of experts from both public and private sectors, is designed to develop Recommendations for a particular area of ICTs. For instance, experts within Study Group 16 work together to create Recommendations for multimedia terminals, systems and applications, while experts within Study Group 19 produce Recommendations for mobile telecommunication networks.
