The importance of strengthening information security on the way towards information society will just increase with development and advancement of information and communication technologies.

It is imperative to continue efforts to find out effective ways to combat challenges of and threats to information security. This work is to be organized with the use of international cooperation arrangements as well as within the framework of United Nations.

We encourage and intend to continue efforts in the context of United Nations activities, which are directed to the prevention of the possibility of using ICT for purposes inconsistent with objectives to guarantee international stability and security and can negatively affect the integrity of national infrastructures and impair their security.

In this context as very helpful role is played by the Group of Governmental Experts on Information Security which was established by Secretary-General of the United Nations according to the relevant UNGA Resolution and is focused on reviewing present and future threats in the area of information security and possible cooperative actions to eliminate them. It is also necessary to intensify efforts to combat the use of information resources and technologies for criminal and terrorist purposes.

The advancement of ICT results in multiple new forms of human activities, including transboundary activities which require development and improvement of international legal rules. A great work the international community has to do in this area is impossible to overestimate. Within this context issues of using those ICT which affect national sovereignty and are not regulated by existing international law have to be resolved through negotiations with participation of the representatives of all interested States.
