In the framework of the International Forum on Russian Infocommunications in the 21st century (InfoCom 2002) was held, at the end of October 2002, an international “E-World” Summit in Moscow’s Radisson-Slavyanskaya Hotel.

The main subjects of the «E-World» summit were:

  • unprecedented development of information and communication technologies and processes of globalization

  • rising of pre-condition for forming of postindustrial information society with the economy based on the knowledge

  • creation of conditions when all the leading countries of the world strain every effort in forming information society and define their own long-term strategy of the development.

To achieve all these aims it is necessary to take into consideration national strategies and experience in creation of information society in different countries and also to present to the world association national strategy and contribution, which can lead to acceleration and development of the process of forming information society. Mr. B.D.Antonyuk, the First Deputy Minister of the Russian Federation for Communications and Informatization noticed: “Russia entered into the forming of information society at that time when the leading countries of the world had accumulated a certain experience both positive and negative. This experience helps us to define a model of information society in Russia.”

The schedule of the summit consisted of the speeches of Mr.K.V.Vetrov, Chairman of the Committee on Information Policy of the State Duma and Mr. D.F.Mezentcev, chairman of the Information Policy Commission of the Council of Federation, and of reports of the representatives of the communication administrations of number of countries and big foreign telecommunication and IT companies:

  • Mr. K.Sasi, Minister of Transport and Communications of Finland,

  • Ms. T.Skogsholm, Minister of Transport and Communications of Norway,

  • Mr. A.Tacke, State Secretary of the Federal Ministry of Economics and Labour of Germany,

  • Mr. D.Chepelle, State Secretary on Political Matters of the Ministry for Communication and Informatization of the Republic Hungary, 

  • Mr. A.Samassékou, President of the Preparatory Committee of the World Summit of information society,

  • Mr. N.V.Gonchar, Chairman of the State Committee of Communication and Information of Ukraine,

  • Mr.M.V.Myasnikovich, President of National Academy of Science of the Republic Belarus, Mr. M.M.Mahonyok, Director General of the National Center of information resources and technology of the Republic of Belarus,

  • Mr. V.A.Molozhena, Director General of the State Department of Information Technologies of the Republic of Moldova,

  • the managers of the companies IBM, “Connexion by Boeing”, ”Ernst & Young” and Alcatel.
