Mr Francisco Chate is Executive Secretary of the Association of Communications and Telecommunications Regulators of the Community of Portuguese Speaking Countries ARCTEL-CPLP, having been elected during the 11th ARCTEL-CPLP Annual Assembly, held in Fortaleza, Brazil, in March 2019.. He is leading the Inter-Continental Body entrusted with building consensus within CPLP countries on ICT sector, reinforcing the existing historic friendship bonds and cooperation efforts in CPLP, as well as the economic and private partnerships between its members through projects that embrace common interests which can contribute for the creation of an institutional and regulatory environment, essential for innovation and development of the sector. His responsibility is to assist and to coordinate the CPLP Regulators and to achieve harmonisation of its proposals in international ICT fora.

Mr Chate is Telecommunications Engineer and Specialist in Regulation of Telecommunications in Developing and Transitional Economies. He has a Master's degree in ICT Policy and Management, WITS University, South Africa and a Post graduate certificate on Regulation of Telecommunications in Developing and Transitional Economies at Westminster University, London, UK. Over 29 years, he has led the Telecom and Postal sector regulatory reform and operation in Mozambique. Mr. Chate specific areas of expertise include maintenance and operation of telecom transmission network, development of telecommunication policy - tender process, licensing and regulation, legislation and regulations. Prior to his election, he was working with Communications Authority of Mozambique as Director of Postal and Telecommunications Directorate and later served as Senior Advisor on Policy and Regulation at Board of Councilors.
