Mr Cristhian Lizcano

Cristhian has +18 years of experience in the telecommunications and technology industry advising business, regulatory and policy leaders and ICT companies in the region. He also represented the Communication Regulatory Commission of Colombia before the World Economic Forum, the International Telecommunication Union, the Latin American Regulators Forum –Regulatel-, and is frequently invited to speak at industry, academic and governmental ICT forums in Latin America.

Since 2012, he has been working as Senior Consultant in ICT legal and regulatory issues and participated in several consultancy projects in Colombia and different countries in Latin America, in topics like spectrum management and auctions, regulatory analysis and measures, public policies regarding broadband deployment strategies, mobility and ICT adoption and the design of ICT legal and regulatory frameworks, for international organizations like the ITU, IADB, World Bank and CAF. He also works as external ICT legal and regulatory advisor of the ICT Minister and the National Planning Department of Colombia.

Previously, he worked for the Communications Regulatory Commission of Colombia, as Commissioner and Chairman, leading the regulatory transformation made in the ICT sector in Colombia. Prior to the Communications Regulatory Commission, he was responsible for giving legal and regulatory advice for the ICT Minister of Colombia and previously worked as advisor of different ICT companies in Colombia, such as Telebucaramanga, EPM and Siemens.

Cristhian holds a B.A. in law from Universidad Javeriana, a MSc in economic law, and an LLM with emphasis on economic regulation from the London School of Economics and Political Science –LSE- in the UK.
