Dhanaraj Thakur is a Research Director at the Web Foundation, where he leads policy research on broadband affordability, gender equity in Internet access and use, and data protection and openness; with an emphasis on low and middle income countries.

He has published over 35 peer reviewed journal articles, book chapters, and policy briefs, among other publications.

Dhanaraj previously held a faculty position in political science at the University of the West Indies (Mona, Jamaica). A former Fulbright scholar, he holds a PhD in Public Policy from the Georgia Institute of Technology (USA), and is a graduate of the London School of Economics, and the University of West Indies.
