He currently works as Development Director for the Central American region of the global company Nae. He has served in two different presidential periods as Deputy Minister of Telecommunications of Costa Rica, where his efforts stand out for revising and updating of the regulations applicable to the sector, organizing the radio spectrum of the country, the deployment of infrastructure as a driver for offering more and better telecommunications services, and developing public policy actions to reduce the digital breach for the benefit of people in vulnerable conditions . He has worked at the Deputy Ministry of Telecommunications since 2009 and has held the positions of Regulations and Procedures Manager and Director of Concessions and Regulations in Telecommunications. He has worked as a parliamentary advisor for more than 10 years especially for the Legislative Plenary, highlighting his participation in the approval process of the laws to open the telecommunications market in Costa Rica. He is also a university professor. He is a Lawyer and Notary Public; he has a Master’s degree in Public Law, a diploma as a Technician in Administration and Regulation of Telecommunications Markets, a diploma as an Expert in Telecommunications Regulation, and a postgraduate degree in environmental law.
