Suella Hansen

Suella is a telecommunications economist with extensive international experience in advising on the impact of ICT on socio-economic development, the provision of ICT services to rural and remote areas, broadband technologies and all aspects of universal access and service.

With a PhD in Economics from the University of Cambridge, Suella has undertaken research and analysis on ICT issues for over 25 years. She is an expert in the formulation and implementation of ICT policy, strategy and action plans. Her experience includes diverse projects for the ITU, the Asian Development Bank (ADB), the World Bank, and the Pacific Island Forum Secretariat (PIFS), in addition to regional development agencies. Suella recently undertook a case study of Vanuatu for the UN-OHRLLS project on leveraging broadband for economic development.

Since establishing consultancy company Network Strategies Limited, Suella has advised on a wide range of regulatory issues, including competition policy, market dominance, wholesale costing, access and interconnection terms and conditions, spectrum valuation, and the cost of capital. She played a formative role in the development of telecommunications regulatory authorities in Samoa and Vanuatu, and has served on expert panels for ICT policymakers and regulators in a number of jurisdictions.

Prior to founding Network Strategies, Suella was Co-Director of the Centre for Research in Network Economics and Communications at the University of Auckland.
