David Souter has been Managing Director of ict Development Associates, which provides expertise on the Information Society and its impact on public policy, including development, environment and governance, since 2003. He has worked extensively with the ITU, contributing to several editions of the Measuring the Information Society report, and with other UN agencies (including lead authorship of the Commission on Science and Technology for Development’s ten-year review of WSIS outcomes). He has recently completed work as lead consultant for the development of UNESCO’s Internet Universality Indicators.

He was chief executive of the Commonwealth Telecommunications Organisation from 1995 to 2003, and has been a Visiting Professor at the University of Strathclyde and Visiting Senior Fellow in Media and Communications at the London School of Economics.
