Abdulkarim Oloyede is a Senior Lecturer in the Department of Telecommunication Science, Faculty of Communication and Information Science, University of Ilorin. He is also a Rutherford Commonwealth fellow as a Postdoctoral researcher at the University of York, York United Kingdom. He is active in the Internet ecosystem as he is currently the Co-Chair for the AFRINIC Policy Development Working Group (PDWG). He is an ICANN At-large (ALAC) Board member representing the Africa region and currently the Vice Chairman (Africa) for the ITU-D Telecommunication Development Advisory Group (TDAG). In addition, he is a Vice Rapporteur of the ITU-D study question 5/2. He was a high-level participant at the 2019 WSIS forum.

Xiaoya Yang serves as the Counselor of ITU-T Study Group 17 ‘security’ since 2017. With 20+ years of professional experience in telecommunication regulation, legislation and international standardization and coordination, she was the Head of the WTSA Programmes Division in the Telecommunication Standardization Bureau of the International Telecommunication Union (ITU-TSB) from 2010 to 2016, Co-counsellor of ITU-T Study Group 2 on 'Operational aspects of service provision and telecommunications management' and Study Group 3 on 'Tariff and accounting principles including related telecommunication economic and policy issues' from 2009 to 2010; Counselor of ITU-T Study Group 17 on 'Telecommunication security' from 2007 to 2008; and Workshop Project Coordinator from 2004 to 2006. Before joining ITU, she worked in the Ministry of Information Industry of China from 1998 to 2004. There she was the Division Director responsible for regulation of Internet and information security. From 1997 to 1998 she worked in China Telecom as a network engineer and service manager in their Internet service department. She has a M.S. in Computer Science from Tsinghua University, China and a MBA from Polytechnic University, Hong Kong.

Doctorate in Education with specialty in Organizational Leadership; with a Master's Degree in Senior Management, Postgraduate in Operations Management and Specialty in Marketing Management. She has a BA degree in accounting from Universidad Autónoma de Santo Domingo (UASD), where she graduated with "Cum Laude" honors. Recently, she earned a Master's Degree in Digital Transformation.

With more than 25 years of professional experience in the public and private sectors, in reform and modernization projects in national and international organizations, among which are the Ministries of Public Administration; Education, Economy, Planning and Development, as well as the Interior Ministry. Also, for the Chamber of Accounts of the Dominican Republic, the Inter-American Development Bank (IDB), the European Union, the World Bank, USAID, among others.  She has attained significant accomplishments in the optimization of processes and operations, organizational development, strategic planning and in the strengthening of Public Management.

She was appointed the Vice Minister of Follow-up and Government Coordination from the Ministry of the Presidency, since August 2012. In this Ministry, she has been part of emblematic projects of the government of President Danilo Medina, such as the National Emergency and Security System (911), the Monitoring System for Presidential Goals, and the initiative for Strengthening Risk Management in the country, in addition to the Strategic Plan for Sustainable Urban Mobility, the National Digital Transformation Program, among others.

She is the author of "El Líder de Cerca Danilo Medina Sánchez", and Co-author of the book “El desarrollo municipal, factor estratégico en el posicionamiento de México en los escenarios políticos y sociales del siglo XXI", along with many other research papers of scientific interest.

She has received recognition in Dominican Republic and abroad, for her high commitment to service, and her involvement in social causes, among which we can mention the Senate of Rhode Island and Providence, in the United States, Chairman Leadership Awards, in GTE, and others.

Rui L Aguiar, Chair of the Steering Board of the Networld2020 European Technology Platform, has been involved in research and strategic research management since 1988, having been involved (in multiple positions) in all European-funded framework programs.
He was involved in the development of the Networld2020 initiative, and the launch of the 5GInfrastructure Association PPP, and has led the association in the last two years. He has been an IEEE Distinguished Lecturer on 5G in the last years, and has several hundred papers on communication networks and services.
He is also the co-chair of the Networks and Multimedia area at Instituto de Telecomunicações, a portuguese state-associated laboratory, and a Full Professor at Universidade de Aveiro.

Valmiki is a globally renowned cybersecurity industry executive with focus on innovation and worldwide collaboration to address the cybersecurity needs of protecting the past, defending the present and securing the future.

Valmiki is the Founder and Chairman of the Cyber Future Foundation, which serves as a global platform for business leaders connecting with the cyber leadership. He is also the Convener and Chair of the Davos Cyber Future Dialogue – a global executive leadership platform for dialogue on cyber issues. In this capacity he serves as a trusted advisor to the Boardroom, C-Suite and Executives for leading organization.

Valmiki is a recognized thought leader in the global security space. In 2018 at CFF he launched the Global Commission on Cybersecurity Education to standardize and address the cyber capacity shortfall in the industry. He has served as the co-chair of the National Cybersecurity Taskforce on Intelligent Transportation. Valmiki plays a key leadership role in the Information Sharing and Analysis Center community, among his roles with various ISACs he prominently serves as a Strategic Advisor to the Automotive ISAC.

He works as a Managing Director at EY and leads the Oil & Gas Sector Security business for the Americas region.

He is member WSA Grand Jury and President of eContentAward Italy, member of the Scientific Committee of Global Forum (F-USA), Sacred World Foundation (New Delhi), Fondazione Nuove Comunicazioni (Italy).

Mr Ronchi is member of the following Boards of Directors: Global Forum, World Summit Award, European Youth Award, European Education New Society Association, Fondazione Italiana Nuove Comunicazioni. Member of the Keio University NoE. Ronchi is appointed as an expert by: European Commission, Council of Europe,  Italian Association of Banks, National Research Council. National and international project coordinator.

As Secretary of EC MEDICI Framework Ronchi promoted and coordinated, among the other, the following initiatives: “On culture in a world-wide Information Society” (1999), “Long-term preservation of digital content” (1999-2007), “Digital preservation of Intangible Heritage” (2005), “ICT for Safety and Security” (2015). OCCAM (Osservatorio Comunicazione Digitale) Delegate at United Nations headqwarters in Geneva (2002-2016) and United Nations International Centre in Vienna (1996-2001).

Some initiatives within WSIS are: Best e-Content and Services on the occasion of WSIS 2005, 2010, 2015, High Level Policy Statements 2015, 2016, 2017 Thematic Workshops “ICTs for Safety and Security” 2016, 2017, 2018, 2019[1]. Main contributions to UNESCO IFAP initiatives in the field of: Digital Preservation, Multilingualism in Cyberspace, Linguistic and Cultural Diversity in Cyberspace, Internet and Socio-Cultural Transformations, Media and Information Literacy for Knowledge Societies, Infoethics[2].

He cooperated as organizer or programme chair in W3C, ACM, IEEE conferences; since more than thirty five years he organizes and manages international conferences and workshops.

Author/contributor of more than 400 papers and various books on: e-Culture, IPR, e-Government, e-Health, e-Learning, and e-Services.
