ICT Applications and Services

"The usage and deployment of ICTs should seek to create benefits in all aspects of our daily life. ICT applications are potentially important in government operations and services, health care and health information, education and training, employment, job creation, business, agriculture, transport, protection of environment and management of natural resources, disaster prevention, and culture, and to promote eradication of poverty and other agreed development goals. ICTs should also contribute to sustainable production and consumption patterns and reduce traditional barriers, providing an opportunity for all to access local and global markets in a more equitable manner. Applications should be user-friendly, accessible to all, affordable, adapted to local needs in languages and cultures, and support sustainable development. To this effect, local authorities should play a major role in the provision of ICT services for the benefit of their populations."

Climate Change

Governments, in cooperation with other stakeholders are encouraged to use and promote ICTs as an instrument for environmental protection and the sustainable use of natural resources.

Government, civil society and the private sector are encouraged to initiate actions and implement projects and programmes for sustainable production and consumption and the environmentally safe disposal and recycling of discarded hardware and components used in ICTs.

Establish monitoring systems, using ICTs, to forecast and monitor the impact of natural and man-made disasters, particularly in developing countries, LDCs and small economies.

H.E. Mubaraka Ibrahim
Ms. Mubaraka Ibrahim Acting Chief Information Officer Emirates Health Services, United Arab Emirates

Mubaraka Ibrahim is a widely-lauded digital transformation leader in the medical and government space. Currently acting as CIO of the Information Sector and as Director of Health Information Systems in the recently-formed Emirates Health Services Establishment, her 20 year career track record includes previous deputyship of all computing functions at the UAE’s Ministry of Health and Prevention (MOHAP), where she led 160+ key personnel towards multiple federal healthcare technology projects such as the Riayati (National Unified Medical Record) patient integrations and Tatmeen (Track & Trace) for securing pharmaceutical supply chains that uphold post-pandemic resiliency.

Academically, Mubaraka is a Master of Information Management Systems from the American University in Washington, D.C., and holds a Healthcare Leadership Diploma from the Harvard School of Public Health, with a Bachelor’s degree in Computer Science from Kuwait University.

 


H.E. Dr. Ismail Ismail
Dr. Ismail Ismail【R】 Director General of Resource Management and Equipment of Post and Informatics, Ministry Communication and Informatics, Indonesia

Dr. Ismail has been assigned as Director General of Resource Management and Equipment of Post and Informatics, Ministry of Communication and Informatics since 2016. The directorate general is responsible for ICT infrastructure development and ICT equipment standardization in Indonesia.

With 28 years of working experience as a government official, Dr. Ismail is dedicated to achieving effective, efficient, dynamic, and optimum spectrum management as well as encouraging the use of innovative technology that meets technical requirements while leading approximately 2,200 civil officials nationwide.

Currently, he is actively involved in how the government could drive the ICT ecosystem thus Indonesia could harness the full potential through digital transformation, digital economy, and industry4.0. Prior to his current role, he was one of the initiators of Palapa Ring, a pivotal project to connect all provinces and municipal districts with a high-capacity national backbone.

 


Mr. Dick Christophe NG SUI WA
Mr. Dick Christophe NG SUI WA Chairperson Information and Technologies Authority, Mauritius

Mr. Dick Christophe NG SUI WA was appointed Chairperson of the Information and Technologies Authority in February 2020. He has been a practising Barrister since 1991, is partner in the legal firm De Castelnau-Sui Wa and has extensive experience as a legal adviser and advocate. 
Mr Ng Sui Wa’s career has seen him occupy a number of high-level positions in State institutions.  From May 2018 to October 2019, Mr Ng Sui Wa has been serving as Commissioner of the newly constituted Independent Police Complaints Commission as appointed by the President of the Republic of Mauritius. Prior to that he has also been the legal adviser on an ad hoc basis to The Mauritius Police Federation (2001 to 2010). Mr Ng Sui Wa is also member of the Inner Temple Barristers’ Society, United Kingdom; member of the International Bar Association Worldwide and a member of the Hague Academy of International Law, Netherlands. He has also been an office bearer in a number of organisations having served as Former Secretary General of the Chinese Business Chamber; Treasurer of the Mauritius Bar Council and been an Executive Committee member of the Mauritius Gymkhana Club.

Mrs. Rania Jaber Naser
Mrs. Rania Jaber Naser General Director of Tech Innovation Center and Entrepreneurship Ministry of Telecommunications and Information Technology, State of Palestine (*)

Mrs. Rania Jaber Naser started working at her current position as General Director of Tech Innovation Center and Entrepreneurship in June 2019, she managed the policy and strategy department at the General Directorate of E-Governance in the Ministry of Telecommunications and IT from November 2012 to November 2017. She had participated in developing the general policy and strategy of the Artificial intelligence and had established the National Teams for Open Government Data and Artificial intelligence.  Currently, she is working on developing Palestine Digital Agenda 2030 and promoting an Entrepreneurship and Tech Innovation at the Ministry. Mrs. Naser has accumulated over 22 years of experience in project management and implementation in the fields of programming and information technology. She had executed numerous projects in cooperation with local partners and governmental institutions in the IT field, such as during her role as an IT consultant for the Health Work Committee, the American Near East Refugee Aid, and the many World Bank-funded projects implemented in numerous governmental and local institutions. She had also worked for Bisan Programming Firm. Mrs. Naser holds a B.S. in Computer Sciences from the University of Jordan, and an M.A. in Sustainable Development (with focus on entrepreneurship) from Al-Quds University. Her M.A. thesis explored the role of business incubators in sustaining entrepreneurial projects in Palestine.

 


Mr. Slava Banik
Mr. Slava Banik Head of eServices Development Ministry of Digital Transformation, Ukraine

Slava joined the newly created Ministry of Digital Transformation of Ukraine (MDTU) in 2019 as the Head of eServices development. He is the architect of the highly popular digital app called‘Government and I - DIIA` that is used by over 10 million Ukrainians. His current goal at the MDTU is to abolish the bureaucracy in Ukraine by delivering all government services by 2024 with just a few clicks – from filing tax returns to marriages to registering a company remotely. Prior to joining the MDTU, Slava was a successful digital marketing entrepreneur.

 


Ms. Laura Fernández Cavas
Ms. Laura Fernández Cavas Head of Sustainable Finance Telefónica SA

Laura Fernández Cavas is Head of Sustainable Finance at Telefónica at a corporate level, Member of the Consultative Working Group of ESMA (European Securities and Markets Authority) and Chair of the Workstream in Sustainable Finance in ETNO (European Telecommunications Network Operators’ Association. Her current work focuses on the implementation of the European taxonomy in sustainable finance at a global level, including the development of eligible and aligned financial KPIs, working on the technical screening activities of main activities (including life cycle assessment of technologies and solutions), the do not significant harm criteria and the social minimum safeguards. Her participation in ETNO is leading common goals of the ICT sector. 
 
Prior to that, Laura was Co-founder and head of sustainability of a consultancy business. She has developed sustainability projects, mainly focused in climate change, during more than 13 years along different sectors and company sizes. 
 
Laura holds a Degree in Environmental Sciences (Murcia, Spain), a Master in Renewables Energies and trainings related with sustainable finance.

Prof. Peter A. Bruck
Prof. Peter A. Bruck Chairperson World Summit Awards

Prof. DDr. Peter A. Bruck studied law, economics, sociology, and communications at the universities of Vienna, Iowa and McGill. He holds doctorates in law and communications and has taught at universities in Canada, the US and Western Europe plus Israel and Poland.

He has more than 35 years’ experience in founding and managing research centers and IT companies, he started up the University of Applied Sciences in Salzburg and has acted as consultant in information technologies in Austria, Switzerland, Germany, Poland, Portugal, the US and Canada. Mr. Bruck received numerous awards and fellowships in Europe, the US and Canada and is listed in the Canadian and Austrian Who’s Who.

His business experience includes working as the Chief Content Officer in the management of the Telekom Austria Group, running the business unit on Interactive Media and 20 years as managing director of the Research Studios Austria FG, bringing digital innovations from universities into markets. He successfully started up several companies in the research and educational tech space and effectively concluded M&A deals.

In 2022, his main interest focuses on global digital innovation and social impact ventures and the development of Data Spaces for sustainability and mitigating the climate crisis.
