Local ICTs Platforms: Challenges and Opportunities

Over the past two decades, the internet and information and communication technologies (ICTs) have changed the world. During these years e-services have been extensively developed, many web-based businesses have been emerged. On the other hand, various types of online platforms have grown exponentially. An online platform is a business model that creates value by facilitating exchanges between interdependent groups, usually consumers and producers. In order to make these exchanges happen, platforms harness and create large, scalable networks of users and resources that can be accessed on demand, enabled by ICTs. Among them, a few number of these online platforms have a large share in global markets. Amazon in marketplaces, Facebook, LinkedIn and Youtube in social medias, WhatsApp and Telegram in messengers, Uber in transportation are well-known examples of global platforms. Meanwhile many local platforms have been developed in some regions and countries due to their needs. Linguistic, cultural and social factors as well as economics factors have led to the success of local platforms in their local markets. This became more intense during the Covid-19 pandemic period, when activities were limited locally. While there are many best practices and success stories for local platforms, they face to many challenges and opportunities in their businesses. 

This workshop focuses on success stories and current challenges and opportunities of local platforms. The panelists are mangers or advisors of local platform companies as well as policymakers from government and researcher from academia. After a short review on their business in their local markets, panelists will discuss about their common opportunities and challenges in national and international levels such as regulations for competing and/or collaborating with global platforms and their roles in digital economy ecosystem.


Dr HadiShahriar Shahhoseini
Dr HadiShahriar Shahhoseini Associate Professor and Head of IUST Research Center for ICT Strategic and International Studies Iran University of Science and Technology (IUST) Moderator

HadiShahriar Shahhoseini received BSc, MSc and PhD degree in electrical engineering on 1990, 1994 and 1999 respectively. He is an associate professor in School of Electrical Engineering of Iran University of Science and Technology (IUST). His areas of research include networking, supercomputing and network management. More than 180 papers have been published from his research works in scientific journals and conference proceedings. He is founder and director of IUST Research Center for ICT Strategic and International Studies (ICT-SIS). Dr Shahhoseini served as IUST Vice Chancellor for International Affairs from 2016 to 2023.  He was Director of International and Scientific Cooperation for IUST from 2014 to 2016. He served as Program Chair and member of Iran National Committee for WSIS and coordinator of Iran delegation in WSIS Forums, since 2012 to 2018.

Dr Shahhoseini received IEEE Computer Society Award in 2007 for outstanding and sustained services to the IEEE Computer Society's Technical Committee on Scalable Computing (TCSC) as regional coordinator for the Middle-East region. He served as an executive committee member of IEEE TCSC and IEEE TCSC as regional coordinator in Middle-East Countries since 2004, and from 1999 to 2004 was an executive committee member of IEEE TFCC and its regional coordinator in Middle-East Countries. He received the Best Professor Award of IUST e-Learning Center in 2008. He is winner of the Best Researcher Award in the 3rd National ICT Festival, ICT Ministry, 2013; and received the certificate of the Best Industrial Researcher of the Iran University of Science and Technology in 2014. Dr Shahhoseini was manager of two research projects carried out by IUST that succeed to be the Winner of WSIS-Prize-2012 in action line C-11 (International and Regional Cooperation) and Winner of WSIS-Prize-2015 in action line C-7 (e-Science).


Dr Hamed Monkaresi
Dr Hamed Monkaresi Deputy Director for Policy Making and Accreditation Information Technology Organization of Iran (ITO)

Hamed Monkaresi received the MSc degree in information technology from Amirkabir University of Technology (Tehran Polytechnic) and the PhD degree in 2014 from the University of Sydney. He was a researcher at the Positive Computing Lab, University of Sydney until October 2015. He joined Razi University in 2015 as an assistant professor. He was also the director of Razi CERT Research Group, the director of planning office and the deputy director of IT center at Razi University. He has joined the deputy director for policy making and accreditation at Information Technology Organization of Iran (ITO) since December 2021.


Mr Neil Roy Chowdhury
Mr Neil Roy Chowdhury Digital Government Expert International Telecommunication Union (ITU) and GovStack

Neil (Nabhonil Roy Chowdhury) received his engineering degree in Instrumentation and Control engineering is 2010 in India and an MBA from Kelley School of Business, Indiana University in 2019. He currently serves as a Digital Government Expert at the International Telecommunication Union (ITU) and a GovStack regional coordinator for the Asia Pacific region. His areas of work at ITU include developing and advising on digital transformation strategies for governments and delivery of digital public services, advising on enterprise architecture development and implementation strategies. In the past, he has worked as a management consultant at Deloitte Consulting and a strategy advisor to the CXOs of civil society organizations and fortune 50 global firms. In these roles, he has worked on a spectrum of strategy programs ranging from organization and technology strategy to unearthing business value for emerging technologies such as blockchain's application in the tech and media industry and driving community adoption of open-source tech. During his time at Infosys Labs, he led deep tech teams to develop a variety of applications of open-source technologies. Neil aspires to continue to utilize his past experience as a technologist and strategy consultant in the private sector to put digital technology to more humane and ethical applications and create a long-term and sustainable impact by designing citizen centric digital services.


Ms Leila Mansourifar
Ms Leila Mansourifar Head of Digital Economy Development Group ICT Research Institute (ITRC)

Leila Mansourifar received BSc degree in Economics from University of Tehran in 1995 and MSc degree in Industrial Economics, University of Rennes I, France in 1998. She received another MSc degree in MBA from Iran University of Science and Technology in 2008. She is currently PhD candidate in Technology Management in Allameh University. Ms Mansourifar is head of "Digital Economy Development" group in ICT Research Institute (ITRC).


Mr Ehsan Nikoofar
Mr Ehsan Nikoofar Vice President of Corporate Development & Partnerships SNAPP

Mr Ehsan Nikoofar is VP of Corporate Development and Partnerships at Snapp, the largest ride-hailing and super application in Iran, since May 2022. He is currently member of board of directors in Sadad Electronic Payment.

He received his B.S in Industrial Engineering from Iran University of Science and Technology in 2006, and M.S degrees in Socio-Economics System Engineering from Isfahan University of Technology in 2009. He worked as the Executive VP in AP application company, the most prominent financial technology platform in Iran, 2020 to 2021.  Mr Nikoofar was the founder and director of Program Management Office (PMO) at Mobile Company of Iran, the largest mobile network operator in Iran and the Middle East, from 2006 to 2019. He is certified Portfolio Management Professional (PfMP) Professional, Program Management Professional (PgMP), and Project Management Professional (PMP) from Project Management Institute (PMI).


Mr Mostafa Abdollahi
Mr Mostafa Abdollahi Digital Regulatory Expert Cafe Bazaar

Mostafa Abdollahi has received his MSc in Economic Law. His MSc focused on the economic analysis of family law. Currently, he works as a regulatory expert at Hazardastan Group (Divar & CafeBazaar apps), where his primary focus is conducting research on digital economy regulation. Mr Abdollahi has interested in exploring the intersection of economics and law, particularly in the context of the digital economy. He has some publications on economic regulation issues related to digital platforms. His area of interest is the legal and economic issues in the digital economy.
