Making the invisible backbone of global digital connectivity resilient

Over 99% of global Internet traffic is carried by submarine telecommunications cables—forming the critical backbone of international digital communications. As our global dependency on digital services accelerates, these infrastructures face mounting risks from natural hazards and accidental damage. 

This High-Level Dialogue builds on growing international momentum to address submarine cable resilience. It follows preliminary conversations held during the WSIS+20 Forum 2024—where the ITU convened a special session on cable resilience—and reflects developments such as the creation of the International Advisory Body on Submarine Cable Resilience, a multi-stakeholder initiative launched in 2024. The Advisory Body held its inaugural Global Summit in Abuja, hosted by Nigeria, and is now coordinating focused Working Groups on topics including timely deployment and repair, risk mitigation, and geographic diversity.  

This session will bring together ministers, regulators, technical experts, and private sector leaders to discuss how to ensure reliable connectivity through collaborative global action, infrastructure planning and legal and regulatory measures.

Mr. Tomas Lamanauskas
Mr. Tomas Lamanauskas ITU Deputy Secretary General ITU

Tomas Lamanauskas is Deputy Secretary-General of the International Telecommunication Union, elected at the ITU Plenipotentiary Conference of 2022, and taking up duties as of January 2023.

His 25 years of experience spans across sectors of telecoms and digital policy, regulation and strategy, stemming from executive level positions in agencies, companies, and organizations across Europe, the Middle East, the Caribbean and the Pacific region.


As Deputy Secretary-General of ITU, Tomas focuses on the financial sustainability and operational excellence of the organization. He also works to raise the digital industry’s ambition in fighting the climate crisis through the Green Digital Action initiative and promotes investments into the digital infrastructure as well as digital resilience through the Digital Infrastructure Investment Initiative and other efforts. Additionally, Tomas contributes to the global efforts to harness the opportunities and mitigate challenges of new technologies, in particular Artificial Intelligence, including through his role as a co-chair of the United Nations Inter-Agency Working Group on AI. He is also playing a key role in ensuring ITU’s support to other UN-wide development and governance efforts, including through the World Summit of the Information Society process and membership at the Operational Steering Committee of the UN Joint SDG Fund.


Tomas holds Master’s Degrees in Public Administration (Harvard), Leadership and Strategy (London Business School), Telecommunications Regulation and Policy (The University of the West Indies) and Law (Vilnius University).


H.E. Dr. Bosun Tijani

Dr. ‘Bosun Tijani is the Minister of Communications, Innovation and Digital Economy of the Federal Republic of Nigeria. He is the co-founder and former CEO of Co-Creation Hub (CcHUB), the leading pan-African technology and innovation center with presence in Nigeria, Kenya, Rwanda and Namibia.

Under his leadership, CcHUB became a vital catalyst for the African tech ecosystem, promoting collaboration, knowledge sharing and the development of groundbreaking solutions to local and global challenges. Prior to CcHUB, he led the networking and coordination of innovation agencies across Europe as European Innovation Manager at PERA, and also previously worked at the International Trade Centre, in Geneva Switzerland.

Dr. Tijani holds a Bachelor’s Degree in Economics from the University of Jos, a Masters degree in Information Systems and Management from Warwick University and a Doctorate degree in Innovation and Economic Development from the University of Leicester.

He is Vice Chair of the International Telecommunication Union (ITU) Council, and Co-Chair of the International Telecommunication Union (ITU) International Advisory Body for Submarine Cable Resilience. Dr. Tijani is a member of Board of Trustees of the United Nations Institute for Training and Research (UNITAR) and member of the ITU Digital Innovation Board for the Innovation and Entrepreneurship Alliance for Digital Development.


Prof. Sandra Maximiano
Prof. Sandra Maximiano Prof. Sandra Maximiano, President of the Board of Directors Autoridade Nacional de Comunicações (ANACOM), Portugal

Sandra Maximiano, Chairwoman of ANACOM’s Board of Directors since 15 December 2023, holds a PhD in Economics from the University of Amsterdam. She is an Associate Professor of Economics at ISEG – School of Economics & Management, University of Lisbon, where she is co-coordinator of XLAB – Behavioral Research Lab and of the Master’s Degree in Economics program. She is also a Visiting Associate Professor at the Faculty of Law of the University of Coimbra. She was previously an Assistant Professor at Purdue University and a Research Fellow at the University of Chicago in the United States. 

Her academic research spans several areas: experimental and behavioral economics, organizational and labor economics, public policy, and information management. Her research explores issues related to social and moral preferences in individual decision making and in strategic and competitive environments and gender differences in economic decisions. Maximiano primarily uses laboratory and field experiments to study human economic behavior and to collect data. Her work has been published in journals such as Review of Economic Studies.


H.E. Ms. Liisa-Ly Pakosta

Liisa-Ly Pakosta is the Minister of Justice and Digital Affairs of Estonia. With a strong background in history, law, and public service, she has played a key role in shaping Estonia’s digital and legal landscapes. Her previous roles include Member of Parliament, Gender Equality and Equal Treatment Commissioner, and Director General of the Estonian National Heritage Board.

A passionate advocate for equal rights, digital innovation, and cultural preservation, she brings both policy expertise and a human-centered approach to leadership. Liisa holds degrees in history and law and is currently pursuing her PhD in law at the University of Tartu.

Outside of her official duties, she is a mother of five, a devoted craft enthusiast, and an active promoter of sustainable living.


Mr. Lew Chuen Hong
Mr. Lew Chuen Hong Chief Executive Officer Infocomm Media Development Authority (IMDA)

Lew Chuen Hong has been the Chief Executive Officer of the Infocomm Media Development  Authority (IMDA) since June 2020. The IMDA oversees Singapore’s Digital Tech and Media  domains and is unique in having four roles: economic developer, progressive regulator, social  leveller, and digital diplomat.

Lew leads efforts in digital economic development, regulation,  inclusion, and international digital diplomacy. Apart from a distinguished career with the  Republic of Singapore Navy, as Chief of Navy, Lew holds degrees in Biology and Neurobiology  from Stanford, and a Master’s in Management as a Sloan Fellow.

He also serves on the Board  of Singapore’s Office for Space Technology and Industry (OSTIn), is Board Chairman of Pick  Network and Board Director of SGTraDex. He Co-Chairs the Digital Trust Centre (Singapore’s  AI Safety Institute), is Commissioner on the International Telecommunication Union  Broadband Commission, and member of the International Advisory Body on Submarine Cable Resilience..
