Making the invisible backbone of global digital connectivity resilient
Over 99% of global Internet traffic is carried by submarine telecommunications cables—forming the critical backbone of international digital communications. As our global dependency on digital services accelerates, these infrastructures face mounting risks from natural hazards and accidental damage.
This High-Level Dialogue builds on growing international momentum to address submarine cable resilience. It follows preliminary conversations held during the WSIS+20 Forum 2024—where the ITU convened a special session on cable resilience—and reflects developments such as the creation of the International Advisory Body on Submarine Cable Resilience, a multi-stakeholder initiative launched in 2024. The Advisory Body held its inaugural Global Summit in Abuja, hosted by Nigeria, and is now coordinating focused Working Groups on topics including timely deployment and repair, risk mitigation, and geographic diversity.
This session will bring together ministers, regulators, technical experts, and private sector leaders to discuss how to ensure reliable connectivity through collaborative global action, infrastructure planning and legal and regulatory measures.
