"Koperasi Ciptakarya Hasta Paramitra" (Koperasi CHP, 192/BH/KWK.9/VI/1997) formed within the importance of i) the public sector for the 1st Long-term Development, and ii) the private sector for the 2nd Long-term Development. Unfortunate, that National Development collapsed in 1998 because of public - private conflicts. Now, the awareness is on "Public and Private Partnerships". The remarks of “Koperasi CHP” is, "Cooperative CHP places socially between Public Electricity and Private Industry".
The great case was New Java Bali Systems based on the Power Sector Restructuring Policy, Indonesia, August 1998. As complex systems, planning process adopted as the Law number 25/ 2004 on National Development Planning System should be utilized. The benefits will be on National Education Systems as well as World Standards Cooperation (IEC, ISO, ITU).
