The Composite Index of Russian Regions e-Readiness is published annually by the Institute of the Information Society since 2005. The Index has become a unique information and analytical tool for elaboration and update of e-Development policies, strategies and action plans at the regional and federal level. The Index allows to assess digital divide between regions and to identify obstacles and barriers for e-Development of the regions. Governmental authorities apply the Index for a comparative assessment of use of ICT4D in a region and for monitoring of the Information Society Development.
