Description

ICT Public Training Administration & Service Center for Hi-skilled Workers (ICT Training Center), located in Shenzhen, is the first public service center in China aims to cultivate hi-skilled workers using high technology as training methods. It has following seven functions: skill training, skill appraisal, skill competition, technology innovation experimentation, technical communication, skill training achievements and vocational demonstration.
The center capable of training 15,000 ICT workers per year, after experimental verification, these workers can meet the employment demands of enterprises and these enterprise employed this kind of workers perform better in prospering regional economy. The project is easily replicated in other communities as well as countries as it provides a basic framework and can be adjusted to different situations. In the future, the center will continue to expand the curriculum range and serve a wider area to lay the talent foundation for the realization of “Made in China 2025” and to provide labor services export for countries along “the Belt and Road Initiative”. This center can also contribute to the development of information and knowledge society as it can equip workers with advanced ICT skills which make them better adapt to the changing needs of society.

Replicability

The center will be a model that can be promoted and replicated nationwide to propel the in-depth cooperation between enterprises and institutions, and to meet the social strategic needs for hi-skilled workers in the ICT industry. The center actively explores and constructs a new training mode and evaluation mechanism of “trainees as the main part, job skills as the core and task (project) as the carrier” for hi-skilled workers adhering to the principle of “professional ability as the orientation and work performance as the core”.
These characteristics quite meet the requirement in 5G era, and the devotion in information and communication technology will provide new impetus for social development.


Sustainability

15 000 workers can be trained every year, including 4 000 hi-skilled workers above the senior level and 11 000 talents with other adaptive skills based on the fact that the center is open for 250 days every year, and provides 9 class hours every day and 60 class hours per capita.


WSIS values promotion

The center has significantly lowered the employment threshold of the ICT industry. The center is the first public service center in China aims to cultivate hi-skilled workers through advanced technologies. It is a first-class public service platform for hi-skilled workers with “advanced facilities, advanced service concept, advanced management methods and advanced operation pattern”. The center aims to lead the construction of hi-skilled talent team in the whole city, and to deeply cooperate with the industry, enterprises and universities to improve the core competitiveness of the whole region.(WSIS C4).
