An Approach to Gender Digital Divide in Costa Rica

This specialized study aims to analyse the evolution and characterization of the Gender Digital Divide (GDD) in Costa Rica. Its results are an input for the formulation of public policies in ICTs / Telecommunications. It is also material for the discussion, analysis and decision-making process of public, private and civil society institutions. The methodological approach covered three main areas: the GDD in access, the GDD in use, and the GDD by profession. They were analyzed in a cross-sectional way with socio-economic variables suggested by the empirical evidence such as income, educational level, and the area and region of residence. This research analyzes the gender digital divide in Costa Rica from interdisciplinary perspectives, based on reference data provided by public institutions in the country. To measure the access divide, the National Household Survey (ENAHO) of the National Institute of Statistics and Census (INEC) was used. Concerning the use of telecommunications services, the data was collected from the Telecommunication Services Access and Usage Survey (EAU) of the Vice-Ministry of Telecommunications. Regarding professionalization, the data was obtained from the Continuous Employment Survey (ECE) conducted by INEC. The period selected for the analysis begins in 2010 and ends in 2016, as the study seeks to present an overview of how the GDD has behaved in a national context upon the opening of the telecommunications market in 2008 and the entry of Mobile Network Operators (MNO) in the country. The year 2010 marks a turning point between the opening and the entry of the private MNOs in the country, which increased the supply of electronic devices such as cell phones and tablets as well as services such as Internet.
