WSIS Prizes Contest 2019 Champion

Rural Communities into Gigabit Society

Description

We are applying in AL C2. Information and communication infrastructure category. However the form is refusing to save that information and automatically changes it to AL C11. International and regional cooperation. As an attachment please find a print screen of our form.

Project is a part of Operational Program Digital Poland (OPDP), financed from European Regional Development Fund and Polish state budget. The goal of the project is to eliminate territorial gaps in access to high-speed NGA networks. Our initial aim was to provide access to NGA services of at least 30 Mbps to over 700 000 households located in rural and remote areas and access to services of at least 100 Mbps to schools throughout Poland. Digital Poland Project Center invested public funds into 160 projects that are currently deploying over 105 000 km of broadband infrastructure in excluded areas. This investment surpassed our initial expectations because these projects will provide broadband access to 1,9 mln households (70 % of all households in project are located in places where less than 5 000 inhabitants live). Furthermore telecom operators will connect 11 612 schools (which is almost 50% of all schools in Poland).

The broadband network to schools is a first step to implement a National Education Network- the winning project of Action Line C1 WSIS Prizes 2018 (referred as: OSE – Fast Internet for all schools).
Implementation of the project in remote areas has a significant impact on socio-economic development of those areas and on the life of inhabitants of small towns and villages, providing high quality telecommunication service and boosting new opportunities for business, education and culture.

We have to underline that our project is not only in the phase of planning. First milestone was already achieved and more than 6 000 schools already received access to FTTH broadband network and remaining schools are supposed to be connected in 2019 and 2020.

Sustainability

The project is based on sustainability principle and aims at providing benefiting regions with foundations for sustainable long-term development. The fact, that network being deployed is an NGA (FTTH) technology, gives a guarantee of quality and durability in the period of 20-30 years. This network will be providing opportunities for the economic and social development of the regions where the project is being implemented not only during or immediately after project’s implementation but also for many years to come.

WSIS values promotion

This project is a powerful instrument for regional development, increasing productivity, generating economic growth, job creation and employability and improving the quality of life of citizens. Project will bring opportunities for existing and newly created local businesses. Access to high-speed internet will bring profits to inhabitants - enable distance work or give access to e-government or commercial services. We hope that especially unemployed and disabled will gain access to various services (job brokering, skills development, lifelong learning opportunities) or to local and public affairs through a reliable and stable broadband network. In context of national e-strategies, OP DP address special requirements of marginalized children, that due to living in low population areas were facing lack of access to Internet services. Connecting over 11 thousand schools to broadband network will promote equal opportunities for all children in Poland and will allow to create a new quality and style of learning.
