Government Accelerators


Description

The Government Accelerators is a platform for cross-sectoral government teams to address challenges and achieve ambitious goals in short periods. It places focus on accelerating the delivery of NKPIs, the development of policies and regulations, the execution of strategic programs, and the enhancing of government services. It emphasizes integration between federal and local Government entities and the private sector, the Government Accelerators has become a global benchmark in government innovation translating long-term visions into a tangible reality.
The 100 Days Challenge Methodology simply explained, is where challenges and all stakeholders are identified, brought together on two levels. Stakeholders leadership form a team that discusses and identify the common challenge they face and then an acceleration team consisting of front line employees are presented with the challenge and allowed to set a goal to achieve within 100 days. The leadership role is to empower and support the team while the team is required to experiment, innovate and execute delivering tangible results. At the end of the challenge, all teams are requested to develop a sustainability and scalability plan that fulfills the national strategic objectives. In addition, the leadership of the leading entities sign on sustainability pledges to ensure their teams implement these plans.
Through this innovative methodology: Government employees join forces to achieve a common goal, which allows to eliminate silos between these entities; and Government employees – in particular front line employees who are closest to the challenge – are empowered to collaborate, take initiative, deliver results, and achieve.
To date, a total of 97 UAE federal participations, 143 local government participations, 400+ private sector participations, 12 collaborations with international universities and NGOs. Each of these participations has contributed to directly improving the lives of around 46,000 people and indirectly affecting the entire population of the UAE.

Replicability

With a clear methodology to follow and with the required training, this project or initiative can be replicable within government entities as well as private sector. By adapting the mindset and integrating the working processes within any organization, the Government Accelerators can be replicated on Federal and local government levels as well as the private sector. The UAE government is currently replicating the Government Accelerators model with both Jordan and Egypt, under the partnership agreement signed for Capacity Development.


Sustainability

The Government Accelerators always leverages the available resources between all stakeholders to overcome a common challenge in order to increase the outcome and impact, and eliminate the need for any resources other than what is currently available. Because frontline stakeholders are engaged in the implementation of initiatives, they ensure the impact achieved across systems are sustained.


WSIS values promotion

Providing access to information and knowledge from the Prime Minister's Office pool of experts as well as connecting teams with subject matter experts to provide consultation and advise. Promote capacity building by empowering frontline employees at different entities to lead the change and take the initiative to experiment and innovate. Additionally, creating an enabling environment supported by different levels of leadership to scale and sustain results achieved by the Acceleration teams. Promote cultural diversity by including different entities, nationalities and backgrounds in the Acceleration teams. Leverage media to gain the stakeholders buy in, monitor and report on Acceleration teams activities and results during their 100 day challenges. Promote international and regional cooperation by including different stakeholders, locally, federally and internationally from the public, private, academic sectors as well as non-profits and civil society.
