"The System of Receiving, Pursuing, Handling and Responding to the Applicants’ Complaints about Business Licenses (DADVAR)" is a supervisory-responsibility system which began in late 2016 and currently is implemented and utilized in all provinces of the country. This web-based system provides business licenses applicants with the ability of filing and pursuing complaints. According to relevant regulations, the related authorities are obligated to handle the complaint or refer it to a higher authority (for more investigation) within 7 working days.By the means of dashboards designed dedicatedly for senior executives and regulatory agencies, they are able to monitor the performance and response times of authorities issuing licenses, as well as, public feedbacks about status of license issuance processes. It can be employed for investigating and handling the problems of people in this area.The goals of this system are:• Creating an effective and reliable communication between people and the government.• Identifying and supporting micro and macro businesses and female-headed households• Eliminating the challenges of economic activists including educated people, artists, entrepreneurs and especially low-income groups.Moreover, through streamlining the processes, this project leads to improving the business environment, as well as, promoting economic growth of low-income households. Hence, full implementation of the project will be the key to the country's economic development.The system is able to cover related court cases without any restriction in the number of cases.

The DADVAR project is replicable due to the constant need of individuals to register and submit their complaints on business licensing.
The project is sustainable due to the government policy priority in Iran to improve the business environment and constant the real needs of people in this area.
The DADVAR system, refers directly to C6 action line from WSIS+10 vision document in 2019, on ‘enabling environment’, through comprehensive strengthening of digital space, and social and economic empowerment especially for the youth, women, disabled people, point to the undisputed role of the government in policies to promote stable, inclusive, and sustainable economic growth, full employment, productive and decent work for all, and in general reduce the inequality in the country. By providing credible, transparent and non-discriminatory legal services to business license applicants, this system makes conditions for reducing the time of issuing business licenses, providing clear, timely and accurate responses to the policies and strategies presented by the information society to improve the economic and social environment, reducing the injustice and poverty alleviation, will also help to achieve the goals of the WSIS. Accessible government data in this system will help to create effective, responsive and inclusive institutions at all levels of the covered geographical area as a result of providing access to justice, and will promote peaceful and inclusive societies for sustainable development. The themes mentioned are exactly in line with WSIS policy in action line C6.
