A system, called Diar Geographical Information System, was developed by Iran's Ministry of Communication and Information Technology to capture, analyze, and present the status and coverage of various ICT services in different locations in a visual and map-based format. The system is being used to recognize areas and locations that need further action, and to identify the services in those parts of the country that require immediate attention. This would help reducing the digital divide between different parts of the country. Furthermore, Diar is a practical tool that can be used for improving the status in neglected areas, and is a much needed instrument for accomplishing the sustainable development goals (SDGs), particularly Goals 3, 4, 9, 10, 12, and 13. This would also improve the quality of life in rural and remote areas, resulting in betterment of the living standard leading to the reversal of the migration trend from remote and less affluent areas to more wealthy urban and metropolitan areas. Moreover, the information on Diar can be utilized to design environmentally-friendly ICT systems, networks, and services based on the availability of various types of renewable energy sources in different parts of the country.
