Transforming with equity

Description

Uruguay Digital brings together the efforts of the public and private sectors, academia and civil society, and is set as country commitment. This has been an ongoing and evolving process, reflected in the four generations of the digital agenda. The effect of these actions has contributed to closing digital gaps and democratising services, turning digital development into a hallmark of Uruguay nationally and internationally. The process developed for the 2020 Agenda, integrates the different priority initiatives to advance in the country’s digital transformation in an inclusive and sustainable manner, through the smart use of technologies.
In these than ten years of Digital Government Uruguay has placed itself at the forefront as a regional and global reference in digital development. This is demonstrated by the indicators and also the experiences that have been taken as an example and model, such as the digital inclusion of children and older adults, livestock traceability, online State paperwork, Electronic Medical History National, the digital signature for the entire population, the the Public Administration whitout paper.
This digital development of Uruguay has earned him the recognition of the countries that lead as global promoters of digital advancement, incorporating to the country in the group "Digital Nations".
With its inclusion in the group "Digital Nations", Uruguay has been the first Latin American country to occupy a global decision space regarding the development of digital societies.

Replicability

The initiative is a country commitment and transcends any national entity. It is possible to replicate in other countries because the coordination model has been successful. This process that worked in Uruguay, took into account the cultural characteristics of the country, such as the participation of all parties and approval by consensus. Each country should adapt this process to its characteristics. What core elements and / or specific requirements will be specific to the innovative experience that can be replicated in other entities / countries? The central requirements to be able to replicate the initiative are: the vision of the future, political will, coordination and participation mechanisms, and support and commitment of all interested parties. Set ambitious goals, possible and measurable, with their corresponding responsible.


Sustainability

The coordination mechanisms among all the entities involved are determined in a Decree of the Executive Power, which establishes the integration and powers of the Honorary Advisory Council for the Information Society, which meets at least twice a year. In addition, the Board itself defined that we will have at least quarterly meetings between all those responsible for the initiatives to monitor and evaluate progress
Each Government has recognized this process of development of Uruguay Digital through the Executive Power Decree: Decree No. 373/008 of August 4, 2008 signed by President Tabaré Vázquez and the ministers, Decree No. 405/011 of September 23 November 2011, signed by President José Mujica and the ministers, and the last Digital Agenda of Uruguay was approved by Decree No. 459 of December 30, 2016, signed by President Tabaré Vázquez and the ministers.
“Uruguay Digital” brings together the efforts of diverse stakeholders from the public and private sectors,
academia, organised civil society and technologist, and is set in the framework of a country commitment. This has been an ongoing and evolving process, reflected in the previous agendas of 2008, 2010 and 2015, which enabled decisive progress in infrastructure development and service coverage, while prioritising direct and concrete benefits for citizens. Always seeking to maintain the spirit of inclusion and equity, which is characteristic of the country. Then, being a successful process, which has transcended different governments in 15 years, ensures sustainability over the years and governments


WSIS values promotion

The first global guidelines date back to the beginning of the World Summit of the Information Society in 2003, with the results of Geneva and Tunisia. In line with this process, the Information Society Action Plan in Latin America and the Caribbean, known as eLAC, was created in the region, with a strong focus on the need to generate equal opportunities in the access and use of TIC. In 2004, in Uruguay the proportion of people below the poverty line had reached 30%. The government imposed a titanic task of reversing this situation. With this boost at the global and regional level, in addition to the situation in the country, the commitment to reverse the situation was established. Since 2005, public policies have prioritized the inclusion of digital technologies in their design and implementation, both transversally, which promotes global economic and social development, as well as the specific momentum of the ICT sector. The set of strategic lines and priority actions that have shaped the digital policy in the last decade have focused on ensuring the access of all social sectors to digital technologies to guarantee the right in equal conditions, to the opportunities of the society of Information and knowledge. The country has the conditions to transcend the deployment of infrastructure and expand the capacity for innovation that triggers transformative processes, and this is the fourth version of this policy, with goals towards 2020, which is part of a sustained process, preceded by the agendas to 2008, 2010 and 2015.
