The Open Data Portal regulates the way data, generated by government agencies, is made available to the public. The purpose is to facilitate access, use, re-use, and redistribution for any purpose. The Portal presents data in open format, disaggregated to the highest possible granularity, in reusable and machine-readable formats, with adequate and sufficient metadata.This project addresses the uncertainty about the information produced by government entities prior to 2019. The lack of data prevented complete information from being available to the public. There was also a lack of standardized information and data automation mechanisms with many processes of public entities that generate information. Discretionary practice in the handling, concentration, dissemination, and use of information, and the lack of standards to regulate the exchange of information have all been addressed.The Law for Digital Operations and Innovation was enforced in January 2018 and enables the Agency to request the information published in the Portal from other government entities.More than 200 databases can be consulted on the Portal, all of which are updated on a regular basis. During 2021 the Portal will include participatory processes through which citizens can share what information they would like to be disclosed.

It could be adopted by other local governments as a tool to empower citizens by increasing accountability and transparency. It could also be adopted by the municipalities within the City or the national government, given that Mexico still has a long way to go in terms of accountability and increasing citizen confidence and trust in public entities.
The project was developed with economic and human resources allocated to the Digital Agency for Public Innovation. Its development did not represent an additional investment but is among the results provided by the Agency during 2020 for the benefit of all citizens of Mexico City and researchers and journalists interested in learning more about the city’s policies and spending.
The project promotes shared responsibility in the sense that it represents the commitment of the Mexico City Government to increase accountability and provide information that had never been disclosed before in a user-friendly website that is constantly updated and improved. It is also a tool to empower citizens and promote freedom by allowing them to learn more about the public policies that are being implemented, the allotment of public resources, and the results linked to these actions in matters such as security and health, among others.
