Moscow Electronic School


Description

MES is a project for teachers, children, parents, creating the high-technology education environment in Moscow schools using “all-in-one” principle: the entire educational cycle is established on one digital platform. MES also helps disabled children become an active part of school community.
MES is 2.7 million users - 57.5 thousand teachers, 1.1 million students and 1.6 million parents. 1 469 buildings are equipped with MES infrastructure. Moscow Department of Labour and Social Protection organisations educating disabled children are equipped with specialized infrastructure.
The MES library of educational materials, with more than 1 million items of content, can be accessed worldwide free starting from 2019. It is used by more than 300 thousand unique users weekly.
MES ensured education process for all Moscow students and was the main platform for distance learning during COVID-19 pandemic:
· More than 7.5 million online classes for grades 6-11, which is 95% of all classes. 600000 students and teachers joined online classes in MES every day
· 3 million inquiries were processed on a daily basis
· 510000 consultations on organizing distance learning were held for teachers
· Teachers of 65+ age group worked using MES videoconferencing
· Information service deployed to process COVID-19 registers notifications allowing to transfer information on student infection cases to schools.

Replicability

MES can be used not only by Moscow school students and teachers but also by citizens living in other regions of Russia. Experience gained during the implementation of the project is used in other cities of the country. All 24 schools of the city of Balakovo (population of 187 523 people) use the services provided by MES. There are 45 827 users including 1 277 teachers accessing MES in the city.

Project is also planned to be implemented in the city of Khabarovsk (population of 616 372 people), and Oryol (population of 308 838 people). Schools located at the Russian embassies (London, Budapest, Vienna, Berlin) also use the full scope of functions provided by MES.

MES library is available for users worldwide for free. Teachers can create their own educational content using digital constructors. This allows teachers to share experience, gives students an opportunity to use the best practices of teachers for better perception of academic program and self-development. All content undergoes professional moderation (materials are checked for compliance with technical and content requirements), which guarantees its quality and safety. More than 14 thousand teachers are the authors of the content that is included in the MES library. Every week, the library is used by more than 300 thousand unique users from more than 30 regions and countries.

The MES library contains more than 1 million items of the educational content:

* 348 textbooks, 60 thousand tests
• 245 book of fiction
• 8.8 thousand video lessons
• 8 virtual laboratories in physics, mathematics and technology.


Sustainability

MES is a complex multiproject that includes organizational, methodological, and technological aspects. It involves dozens of government organizations, private companies, and hundreds of people. Today, MES meets the needs of Moscow in terms of electronic services, the scope and uniqueness of the educational content provided.The core of the creation and development of the MES is the Department of Information Technology of Moscow and the Department of Education and Science of Moscow, which carry out large-scale projects in the field of education aimed at comprehensive update of all parts of the educational system and all areas of educational activity in accordance with the requirements of modern life.

The unique advantage of the MES platform is that it works using the UGC (user-generated content) principle: both teachers and third-party developers can create and upload educational content. This is a creative self-realization opportunity for teachers developing the content, and this is the opportunity to develop the Edtech industry in conditions of healthy competition for the companies. MES successfully cooperates with companies enriching educational content such as Yandex,Uchi.ru, Yaklass, K-Platform, Skyeng, Umnikum publishers, Rossiyskiy Uchebnik Corporation, Prosveshcheniye Publishers, 1C- publishing, LinguaLeo, Electronic Testing Center, Physicon Lab, Tchaikovsky Foundation, etc.

MES is an effective tool for teachers,. The "Electronic Class Register" service allows teachers to plan the content of educational programs and lessons, grade student work, leave comments on grades, monitor academic progress, assign homework, communicate via chat with parents, and much more.

MES is an integrated educational environment for students and parents where student can do the tasks, participate in discussions and video calls, use content: video tutorials, tests, game applications, books and textbooks, set goals and improve academic performance.


WSIS values promotion

The aim of MES is to provide comprehensive, fair and good quality education. Over the past 5 years, MES has transformed from a tool for managing classroom learning and a teacher's assistant into an environment focused on the convenience of all participants. MES ensures the provision and exchange of data not only between objects of urban educational infrastructure but also between a range of city information systems and services relating to education, healthcare, culture etc (12 information systems, 11 services in the sphere of education). Analysing the data exchanged between the participants of the city environment facilitates management of the city, education environment and academic progress. This approach makes it possible to manage the quality of education. The information interaction of MES with the main participants of the city information environment helps citizens to solve issues related to enrolling afterschool program clubs, attend educational programs of universities; makes educational content available to people with disabilities, allows to check the attendance of child, monitor nutrition or even see the results of the State Final Examination, and much more. Today, the MES is a key element of the high-tech information educational environment in Moscow with a wide range of services and it is the most important element of building the concept of a "Smart City" in Moscow.
