AuditOnline : Facilitating Audit in Government


Description

An audit is an integral part of accounting henceforth AuditOnline, a cross-disciplinary and open-source software (OSS) having a metadata-based framework, instigated as a part of the e-panchayat Mission Mode Project (MMP) under the Ministry of Panchayati Raj (MoPR). AuditOnline facilitates Internal/External financial, and/or for funds(s) allotment based audits to certify the accounts of the government’s last granular level entity, not limited to this it also maintains past audit records to ensure good governance and reliability. It is a configurable quintessential application in all expected, administrative obligations and then goes above and beyond our reckoning to aid our Panchayati Raj Institutions (PRIs), the last foothold of governance presence (Panchayati raj System of India as per 73rd Constitutional Amendment Act), our finance commissions, and our government’s mission to get the last-mile panchayat account audited and resting it for the public cognizance.

AuditOnline exigency caters to the monitoring gap when huge amounts of funds are devolved by the government, and it becomes critical to handle a diversity of geographically distinguished locations for the same before remitting more funds thus scalable and can be entrusted for improvised transparency and accountability.

AuditOnline is an efficacy that connects different government institutions/departments (Auditors) with 2.6 lacs + panchayats/equivalent and departments (Auditee) at national level.

Auditonline is a multi-tenant solution designed to be highly configurable, making the application perform the way we want with our varied stakeholders of the nation. Its modular architectural design allows the application to be scalable (vertical & Horizontal) and interoperable while handling different business rules and logic for different state's guidelines.

Its scalable architecture allows the application to run with its different instances in different locations for different users or with a single instance for multiple users.


Sustainability

Auditonline has been developed using the latest open-source technology, the software development process was done responsibly utilizing ecological, human, and financial constraints.

The system’s technology and its implementation are at most sustainable with minimized environmental impact and well-managed knowledge.

Auditonline modular approach has allowed us to configure the system for different users in no time and as per their specific requirements, moreover, if there is any need to change the configured system then also it takes no time after impact analysis to get the changes done. The efficient algorithms, agile practices, optimization activities, and continuous quality assessment based on feedback have helped us and shall allow us to retain sustainability for a longer period.

Mission Statement: Facilitation of online audit process for accountability and ensuring effective utilization of financial and other resources with compliance of norms. AuditOnline is envisaged to serve as the cornerstone of government entities that are geographically distributed in urban to rural remote places across the Nation. The configurable and modular approach in AuditOnline widens the scope of sustainability. It is earmarked to offset the monitoring gaps between Ministry/Government institutions and the audited unit and helps certify the entity by executing an audit process on its provisional accounts to assure compliance, and transparency thus keeping up with citizens’ right to information and ensuring quality life. AuditOnline safeguards information and its exchange with role-based access and any authentic stakeholder may extract data in a standard downloadable format for their perusal.
