Description

The main purpose of this system is to speed up the Building permit issuance through automation and Public Private Partnership and increase the confidence level through Unified building guideline, SLAs and transparency. The Building Permit System is an end-to-end system for a Building Owner to request for a building permit, apply for related permits, obtain address, report construction progress, obtain Utility Service Connections and finally receive a building completion certificate. The system is integrated with GIS mapviewer which includes updated utility infrastructure data to automate validations and support Engineers in decision making. Recently, several services have been added to the system, including online insurance refund service after building completion, the acceptance of building permit applications in multi-land use properties in addition to allowing minor changes to issued building permits to reduce permit resubmissions and increase service quality and efficiency.
Benayat has reduced the time for issuing building permits from an average of 115 days to an average of 2.5 working days through automation, PPP and limiting approval entities to minimum, achieved transparency between the government, engineering offices and the property owner, through the published guidelines, communication and providing information on building permit requirements before the submission of a building permit.

Sustainability

To ensure sustainability of the project, the government had set several procedures to ensure the sustainability of the project, including the monitoring of the performance and KPI on a regular basis at high level of the government, the development and continuous enhancement of the live services based on the principles of the project (transparency, quality, fast delivery of service, once only data policy, Public Private Partnership) ensuring continuous communication with stakeholders to get feedback on the services. In addition, building regulations are periodically updated with regulations to support flexibility and promote innovation based on the latest building technologies in the world.

Technically, Benayat System has been developed as a modular structure considering the need for future scalability and extensibility. Groups of modules were initially developed and then integrated to produce the Building Permit System. The application is designed in such a way as to easily adapt to external service modules and data components in the future. The project has led to the development of some reusable components that can be very easily integrated within other applications, as well as to replicate projects of similar nature.


WSIS values promotion

Benayat project not only ensures transparency where building regulations are published online. Equality is promoted on several levels where the property owner selects the engineering office responsible for submitting the request and applicant has the freedom to select the applicable reviewing engineering office to verify the building permit compliance. Green building regulations where also published in Benayat to encourage green building practices. In addition, Netmetering service application is also available in Benayat to encourage the uptake of renewable energy in the kingdom of Bahrain and connect to the electricity grid to benefit from any extra energy in the connected renewable energy sources
