The sea has always been a weak area of communication network coverage. Traditional maritime communication includes dedicated maritime communication system and commercial satellite communication, which can only solve the most basic needs with limited effects, like emergency rescue, ship positioning, etc. This is far from meeting the increasing demand for connection, people’s life and work improvement and economic growth.
The marine economy is the most dynamic and promising area for economic growth. Good 5G network coverage is an important building block for the development of smart marine applications, which helps to draw a new blueprint for marine digital economy and is an important engine for creating new employment opportunities and improving living standards for people in coastal areas.
In this regard, China Mobile has created a "Blue 5G" solution, leveraging emerging technologies such as AI image recognition to realize accurate simulation of 5G site planning, fault prediction and prevention, solving the unique pain points of ocean 5G coverage like sea area map missing, sea area network planning, service activation and experience assurance, and provided better experience and higher guarantee for 5G business scenarios in sea areas. It has realized the provision of marine 5G ultimate experiences for all users on the 1046-kilometer long coastline.
The solution has been firstly deployed in China Mobile Fujian, and has achieved full coverage of 50 kilometers offshore area (number in the past is less than 3 kilometers), providing an excellent user experience with downlink over 400M and uplink of over 100M. The number of users surged by 141%, and the split ratio increased by 15.5%.

The Blue 5G project of China Mobile is a pioneering case for China to build a marine economy. Up to now, 10 coastal provinces in China have replicated this successful case, realizing continuous 5G coverage of offshore waters, and enabling more people to enjoy the benefits of marine economy.
During the TM Forum DTW summit,held in Copenhagen in 2023, the project also gained recognition and interest from many international operators.There is room and feasibility for replication in any coastal areas and multi-island countries and regions with economic development needs in the world.

The Blue 5G project in the sea area has promoted the UN SDG goals 1,8,11, eliminating poverty, decent work, building inclusive, safe, risk-resistant and sustainable cities and communities. The project helps extending the power of human scientific exploration and civilized governance to the distant sea through 5G.
Blue 5G helps meeting the needs of about 80% of marine economic activities, such as live broadcast of marine e-commerce, management of fishing rafts, and aquaculture detection. With the help of live broadcast of marine e-commerce, fishermen have achieved a 6.6% increase in per capita net income, thus increasing employment opportunities and stabilizing income.
Support fishery administration to automatically identify illegal ships, monitor pollutants in real time (marine environmental monitoring station over 700), and send back survey data and pictures in real time to support scientific research.
By deploying 5G surveillance cameras on the island to realize the monitoring of passing ships in the sea area, reducing the monitoring blind spots. By building a "marine 5G cloud court", fishermen do not have to go ashore, and judicial personnel do not have to travel long distances to solve disputes efficiently.

China Mobile promotes the following 3 values in WSIS principles by creating a "Blue 5G" solution: 1. Our common vision for a digital society. It has promoted the great progress of information technology expanding in the ocean.By providing 5G boutique service network for a coastline of 1,046 kilometers, it has promoted various scenarios related to social progress and the improvement of people's quality of life, such as live broadcast of marine e-commerce, management of fishing rafts, aquaculture testing, maritime "justice over the cloud" and scientific research support. 2. Growth for all from digital transformation. Blue 5G Solution Promotes Fishermen's Income and Rescue Success Rate. A. About 80% of the demand for marine economic activities, such as live broadcast of marine e-commerce, management of fishing rafts, aquaculture detection, etc., fishermen achieved a per capita net income increase of 6.6% with the help of live broadcast of marine e-commerce. B. In terms of maritime search and rescue, 589 people and 55 ships in distress were successfully rescued, and the success rates of life and ship rescue were 97.03% and 93.22%, up by 1.56% and 4.65% respectively. 3. March towards a digital society with experience sharing and case replication. Joint promotion among coastal provinces across the whole country: Many coastal provinces in China have replicated this successful case, realizing the continuous coverage of the offshore waters by 5G, so that more people can enjoy the benefits of the marine economy.
