Lighting digital Capacity Building Drive


Description

Objectives
The overall objective is to increase digital inclusion and adoption across the country by creating a conducive environment. Specific objectives;
1. Increase the digital literacy of the people in the district.
2. Improve infrastructure facilities in the district.
3. Increase contribution to the ICT workforce from the district.
4. Increase technology diffusion and innovations.
5. Increase startups and freelancers.
6. Provide citizen-friendly and citizen-centric public service within the district.
Approach
To begin with, we initiated the creation of Smart Social Circles (SSC), which are IT clubs established at the village level. These circles aimed to empower individuals by training Knowledge Agents (KAs) who consisted of government officers and knowledgeable individuals from within the village. Additionally, we formed District Digital Transformation Committees (DDTC) by involving all key stakeholders within the district. The objective was to ensure an effective and efficient digital transformation of the entire district, guided by the District Digital Readiness Index (DRI). The DRI serves as a national indicator for prioritizing programs, allocating resources, and monitoring the effectiveness of regional-level digital transformation initiatives.

Replicability

With the nature of Lighting digital design, which has a solid theoretical foundation and practical fragmented rapid implementation approach, this has a great potential to scale up and replicate. Since the initiative driven with wider stakeholder collaboration scaling up is very positive and feasible. Having laid all key frameworks and models enables this can be replicate in regions and other countries with simple changes on parameters and targets.


WSIS values promotion

Lighting digital initiative being implemented with wider collaboration and partnerships. It has a sound theoretical base with frameworks polices and models parallel work on rapid implementation. The approach is think big, start small and replicate fast. This made Lighting Digital initiative very agile and result oriented. Strategic partnerships with all key industry associations made a significant support in moving forward with industry investments and support. Moreover there is a huge pool of individual volunteer experts from industry and government support this endeavor. Build capacities- Required capacities of all the key stakeholders are made through appropriate methodologies Engage, Enhance & Reform– Support and guide stakeholders to continue and expedite their government transformation activities aligning with the national digital transformation vision. ICTA guide and facilitate on need assessment, required competencies development and capacity building, and cultural shift. Collaborate & Implement – ICTA work in-collaboration with all level of stakeholders including public sector agencies, private sector, industry partners, state universities, professional bodies and other partners to ensure the digital savvy government through adopting Digital Government Transformation Initiatives Type of Beneficiaries Direct i. All learners in General Education, Vocational Education, Higher Education and non IT Graduates ii. Educators in General Education Sector iii. Parents of Learners iv. School Administrators v.
