National Intelligence for Skills, Education, Employment & Entrepreneurship – NISE


Description

The National Intelligence for Skills, Education, Employment, and Entrepreneurship (NISE) which is the national match making platform concerning skills, employment and entrepreneurship, initiated by the Aspire to Innovate (a2i) Program in Bangladesh, aims to tackle the global challenge of youth unemployment by bridging the gap between skills and employment opportunities. NISE operates as a dynamic platform, providing real-time data, fostering collaboration between government and industries, and offering comprehensive support to registered employable youths. Until now, over 300,000 jobs have been created, directly addressing youth unemployment. The platform's integration with 32 government departments across 23 ministries focused on skills, employment and entrepreneurship demonstrates its significant influence on policy and administrative frameworks. Approximately 1 million youths have registered with the platform. The orientation of over 29,000 government officials reflects its widespread awareness and acceptance. In the targeted countries in Somalia and Jordan the system has already been replicated while in Ghana and Sao Tome Principe the process in ongoing. In the light of these, NISE has been established as a transformative force in addressing youth unemployment and fostering economic development.

Replicability

NISE, a system designed to address unemployment challenges prevalent in Less Developed Countries (LDCs). Being DPG (Digital public good), its adaptability is a key feature, facilitating easy replication in any country by customizing it to fit within the unique framework of that nation. This characteristic ensures that NISE can effectively tackle unemployment issues in diverse contexts, making it a valuable solution for LDGs struggling with workforce challenges.

NISE has already been replicated in Somalia as ‘Shaqo Abuur’ in collaboration with Somalia’s Ministry of Communications & Technology and UNDP Somalia as the country faces challenges regarding youth unemployment. In Jordan, it has been replicated as ‘Digi Maharat’ in collaboration with UNDP Jordan and Jordan’s Ministry of Digital Economy & Entrepreneurship to provide skills and employment opportunities to the unemployed Syrian refugees. Replication in Ghana and Sao Tome & Principe are currently in the works. As NISE implements collaboration, the client countries can benefit from these elements because they ensure data-based and informed decision-making and guidance for the job-seekers.


Sustainability

1. NISE Platform is owned by the government.
2. The system of NISE has been replicated by 20 departments under 12 ministries of the government.
3. Each of the ministries have their own portal under NISE (e.g, dyd.nise.gov.bd, nu.nise.gov.bd, bitac.nise.gov.bd)
4. Each of the 20 departments are running their own portals under NISE with their own contribution, investment and management.
5. Replicated by the Government of Somalia and Jordan.
6. Private sector collaborated with the platform to make it business viable.
