Research on ICT initiative in governance sector aims at finding learnings on how they achieve impacts of improvement of government responses and citizen strengthening. The conclusions are (after observing ten ICT programs: Expanding Maternal and Neonatal Survival, Jakarta Smart City, Online Complaint Handling System, Zero Waste Portal, Online Complaint for School Cost, Development Village Movement, Village Information System, ICT Initiative of Bojonegoro, Weather and Climate SMS, and Check My School) more participatory process will make ICT initiative more effective and strong understanding of initiator/implementer of ecosystem and more open and flexible room influences success of ICT initiative development.
