Activation of the Information Society


Regional partnership of Mazovia local governments for the activation of the information society in the scope of e-administration and geoinformation

Description

The ASI project is being implemented by the Mazowieckie Voivodeship in a broad partnership with other local governments from the region. The strategic goal of ASI is to support smart, sustainable development that increases social and territorial cohesion. The implementation of this goal will take place through the development of e-services provided by local governments for residents, entrepreneurs and institutions via the internet platform called Gate of Mazovia. The project provides the implementation of new 50 e-services, as well as applications to carry on services such as systems for social consultations, communication with inhabitants, non-governmental organizations, management of the education system and promotion of local government units. The implementation of the project will also create the conditions for effective collection and use of spatial information in the region through the digitization of spatial data and supply to the database in the Mazovian Spatial Information System. In addition, ASI will contribute to capacity-building and knowledge exchange through the creation of a regional competence centre. The project is of key importance for the development of a coherent model of electronic administration at the regional and local level and the development of the information society in the Mazowieckie Voivodeship.

Replicability

Building a people-oriented information society is a joined effort that requires cooperation and partnership between all stakeholders. The ASI project is an example of good practices in the areas of:
• equalizing development opportunities between better and less developed territories,
• equalizing access to public services through the development of e-Administration,
• support for an open-data economy through the development of publicly available data sets,
• development of civil society through the provision of electronic systems that enable the inclusion of citizens in the decision-making process and the shaping of regional policies.
However, first of all, the ASI project is a good example of developing cooperation between administrations at various levels and other stakeholders for the development of the information society and raising the quality of life of citizens and building regional competitive advantages while respecting the principles of sustainable development.


Sustainability

The concept of ASI project enforces sustainability, both through the Partners' declarations and the actual maintenance of e-services due to their growing popularity among residents and entrepreneurs. In addition, the Project is co-financed from the European Regional Development Fund (ERDF) in the field of the Regional Operational Program of the Mazowieckie Voivodeship 2014-2020, which requires the sustainability of the project for a period of five years from the date of project completion. However, the sustainability of the project will go far beyond this period due to the ongoing digitization and the previously mentioned increase in the popularity of e-services. The project will help to reduce the digital divide between less and more developed territories, through equable access to e-services and open data for all citizens, regardless of their place of residence and life situation. The introduction of electronic systems for social consultations, communication with inhabitants, and other will encourage inhabitants to be involved in decisions taken by local authorities and will affect the development of civil society, as well as ensure greater and lasting transparency and efficiency of the institutions. Moreover, the project will contribute to the consolidation of cooperation between public administration at various levels. Moreover, activities consisting in the creation of a competence centre within the structures of the Office of the Marshal of the Mazowieckie Voivodeship in Warsaw for technical and substantive support of Project Partners and exchange of information will become the base for continuous expansion of cooperation and initiation of further activities in the area of information society development.


WSIS values promotion

Technological and other change is rapidly transforming the environment the Information Society is developed. This requires immediate action to adapt to the changes taking place. At the same time, the dynamic development of the surrounding world should be in accordance with the Sustainable Development Goals. An indispensable element of building a people-centred, inclusive and development-oriented information society, where everyone can create, access, use and share information and knowledge is good governance at all levels and strengthening cooperation between decision-makers for proper development management. At the same time, the implementation of ICT initiatives for development will be effective, if it takes place in a wide partnership. The ASI project is an example of cooperation between authorities at various levels in order to achieve common goals such as bridging the digital divide, equalizing development opportunities between less and better developed areas, promoting the use of e-Government services and the use of open data. The implementation of the project will contribute to increasing access to e-services of public administration, ensuring access to open public data and promoting the use of open data, as well as broader inclusion of citizens in the decision-making process by launching systems for contact with residents, social consultations and cooperation with NGOs. This will ensure the possibility of participating in various social groups (including people living in less developed areas, elderly, people with disabilities, people providing unpaid care at home, women and men combining work with childcare) and reduce exclusion from the benefits offered by the information society.
