Singapore’s Holistic Digital Inclusion Strategy: Empowering All Citizens in the Digital Age


IMDA’s holistic and unified approach to building a digitally inclusive and empowered nation for all segments with a sustainable and future-ready ecosystem

Description

IMDA drives Singapore's end-to-end digital inclusion strategy by:
- Improving access for low-income segments
- Raising digital literacy across all ages
- Ensuring well-being and safety online
- Creating an enabling environment empowering community-wide lifelong learning

This holistic approach ensures our population, from children to seniors, can use digital skills, including emerging technologies. Achievements include: near-universal internet access, improvement in seniors’ digital skills; and coding education for over 50,000 students annually.

Our efforts support SDGs, sustained by government commitment, continuous curriculum updates, and community partnerships. It embodies WSIS values by fostering a digitally empowered society through shared responsibility involving over 600 partners and volunteers.

IMDA’s initiatives have positioned Singapore as a global leader in digital inclusion and competitiveness. Our efforts are considered replicable, as exemplified by its inclusion in UNDP's Digital Inclusion Playbook.

Replicability

Our strategies are designed for long-term relevance and adaptability to allow Singaporeans to navigate changes in the digital space confidently and safely. For instance, the DSL framework allows for addition of new skills or topics (e.g. informed use of Generative AI) to prepare Singaporeans for the future. Our outreach and engagement channels are also established for Singaporeans to continuously learn relevant digital skills.

WSIS values promotion

Our project aims to promote the WSIS values of equality and shared responsibility. We promote equality by ensuring that no one is left behind in the digital society, by integrating access, skills, safety and empowerment. IMDA provides subsidies to lower the barriers for lower-income households and seniors to obtain digital access (e.g. mobile plans and broadband). To equip the seniors and pre-seniors, we have community hubs set up by the SG Digital Office to support the digitally less savvy in picking up necessary digital skills for their daily living. For school students, we work with the education ministry to offer the Code for Fun (CFF) programme in schools, so that all students have the opportunity to learn computational thinking, coding and emerging technologies. IMDA’s holistic approach involves a whole-of-society as we gather people-private-public sector (3P) partners to take shared responsibility in building a digitally inclusive society. Our partners contribute in various ways, from providing lower-cost mobile plans to seniors (at their own cost), to developing content for the public to access on our Digital for Life website, and to organising programmes for targeted groups to learn digital skills.
