Anti Online Scam Operation Center: AOC


Description

The Anti Online Scam Operation Center (AOC 1441), under the Ministry of Digital Economy and Society, serves as a One-Stop Service Center to to coordinate rapid response to online financial fraud. This response includes faster detection of stolen funds and enforcement action against criminals. Operating in collaboration with key agencies such as the Royal Thai Police, Anti-Money Laundering Office (AMLO), Bank of Thailand, and NBTC, AOC 1441 streamlines the reporting and complaint process through Hotline 1441, providing services for account suspension requests, lifting of personal account suspensions, and legal advice.

AOC 1441 has revolutionized the traditional, time-consuming complaint process by integrating bank coordination for KYC verification, online police reporting via www.thaipoliceonline.go.th, and real-time case tracking. This approach reduces victim travel time, accelerates account suspensions, and prevents further fund transfers within criminal networks.

Between November 1, 2024, and January 31, 2025, the center handled 1,438,603 reports, successfully suspending 340,314 criminal accounts and preventing financial losses totaling 21.98 billion baht. By disrupting fraudulent transactions and serving as a data hub for crime analysis, AOC 1441 has significantly enhanced Thailand’s ability to combat online financial crimes and protect the public from digital fraud.

Its sustainability is supported by several key factors, including institutional backing, technological adaptability, stakeholder collaboration, legal enforcement, public awareness efforts, and financial impact.

AOC 1441 operates under the Ministry of Digital Economy and Society, ensuring government commitment and policy alignment. Its collaboration with key agencies such as the Royal Thai Police, AMLO, Bank of Thailand, and NBTC strengthens its long-term viability. By integrating technology-driven fraud detection and real-time financial crime tracking, AOC 1441 continuously evolves to counter emerging online threats, enhancing its efficiency and scalability.

The center also fosters multistakeholder cooperation, working closely with law enforcement, financial institutions, and regulatory bodies to establish a shared responsibility model, ensuring ongoing support, funding, and operational capacity. Additionally, public engagement is a core aspect of sustainability, collaborating with the digital literacy campaign "Cyber Vaccine" to help citizens identify and prevent online scams, reducing reliance on reactive enforcement.

AOC 1441 is further reinforced by a strong legal framework, particularly the Royal Decree on Measures for the Prevention and Suppression of Technology Crimes B.E. 2566 [2023]. This law provides a clear legal basis for tracking, freezing, and prosecuting online financial crimes, ensuring the center operates with full legal authority. Moreover, the integration of www.thaipoliceonline.go.th for digital case tracking strengthens enforcement mechanisms and long-term legal sustainability.

AOC 1441 enhances financial sustainability by freezing fraudulent accounts, preventing significant financial losses. Its crime prevention effectiveness reduces law enforcement and victim compensation costs, making it a cost-effective solution against online fraud.


WSIS values promotion

The Anti Online Scam Operation Center (AOC 1441) upholds key World Summit on the Information Society (WSIS) values by promoting trust, security, and accessibility in digital spaces. It strengthens cybercrime prevention and suppression mechanisms, ensuring a safe digital environment by swiftly suspending fraudulent accounts and preventing financial losses, aligning with WSIS Action Line C5 (Building Confidence and Security in the Use of ICTs). By integrating Hotline 1441 and online reporting via www.thaipoliceonline.go.th, AOC 1441 enhances public access to ICT-enabled services, streamlining crime reporting and reducing barriers to justice, supporting WSIS Action Line C3 (Access to Information and Knowledge). The center also fosters multistakeholder cooperation by working with the Royal Thai Police, AMLO, Bank of Thailand, and NBTC, ensuring a coordinated response to online fraud, in line with WSIS Action Line C11 (International and Regional Cooperation).
