Criminal Investigation System of Georgia
CIS Georgia
CIS is a web-based case management system, ERP for government with Business Intelligence, which serves the whole process of criminal case investigation. First version was written and implemented during 2009-2010 in coordination with Ministry of Justice, Prosecutor’s Office, Ministry of Internal Affairs, Courts of Georgia, NGO’s and other stakeholders. CIS was targeted to reduce overheads, increase cost savings, control, and transparency. Implementing the system optimized several operational factors: fiscal accountability, demonstrating the effectiveness of services government provides and programs it supports, maintaining assets and infrastructure, and optimizing public sector workforce. To meet these challenges, CIS offers integrated multi-layer system that is simple and straightforward to use as well as government staff, partners, and citizens. So all work is available electronically and there’s no need to carry the paperwork around. The system showed the huge optimization of time and costs. CIS represents a successful model to be replicated for other countries’ similar processes, for instance Armenia, Kazakhstan and several other neighbors are sharing this success case. The system has sophisticated managerial, control, monitoring and risk assessment functionality with rigorous knowledge-base and advanced search engine with complex search logic. Human rights interface and old database precise migration project with individual dashboard per user is included in the second version (2016-2017) of CIS. System’s advanced statistical module covers juvenile crimes, violence against women, ethnic and religious minorities and domestic abuse. The system has about 8000 account with 2000 real-time users. The architecture for the digital signatures is prepared and implemented in CIS.
