Targeted Poverty Alleviation System (TPAS)
With Targeted Poverty Alleviation System (TPAS), we implement the "Internet Plus Targeted poverty alleviation policy" model, and offer tools to help the Government manage poverty alleviation program more efficiently and transparently. After a year's hard work, TPAS has already been deployed and used in 6 provinces nationwide, comprehensively covered 6.7 million poor people, provided information tools for more than 350 thousands Party members and Government poverty alleviation staff. Through the system, government staff could use smart phones to collect poverty families' information anytime and anywhere, in order to evaluate the condition of families' health status, diet and drinking water conditions, energy adequacy, gender equality, education opportunities. With the targeted evaluation, government can help the poverty families accurately and effectively. At the same time, information and resources come from NGOs and Government could be shared among rural poverty people smoothly and quickly, so that the poverty people could learn about poverty-alleviation policies, make application for jobs, social security, healthy aids, education opportunities and so on, get things done simpler, and find the service more satisfactory. Beyond that, TPAS also offers intelligent and graphical analysis according to the big data collected and updated from poverty areas by Government staff through TPAS Application on smart phones, to objectively identify real poverty families about their locations, and the reason of poverty. The Government will then use this big-data analysis in policy making, project management, funds supervision and public scrutiny, in order to help poverty families more efficiently and more transparently.
